Expert IT activities serve the independent, technically sound determination, evaluation and documentation of technical, organizational and procedural facts. They differ fundamentally from advisory, operational or project-related activities and are subject to special requirements for neutrality, traceability and transparency.

The goal of expert activity is to present complex IT facts in a structured manner and to evaluate them technically, so that they are also comprehensible and verifiable for non-expert third parties - in particular courts, lawyers, clients or decision-making bodies.

This page serves the factual classification of IT expertise, the presentation of the underlying roles, delimitations and procedures, as well as the transparent description of the organizational and technical framework within which expert activities take place.

Roll separation and independence

Expert activity requires a clear and traceable separation from other professional roles. In particular, there is a clear distinction from advisory, operational or project-related activities as well as from interim, line or management functions.

The expert activity is carried out in technical independence and is assigned to the respective expert person in its evaluation and assessment; it remains unaffected by other entrepreneurial, advisory or operational activities.

Organizational, contractual or administrative services serve exclusively the structural processing and have no content-related connection with the expert evaluation or the result of an expert opinion.

This clear role and function separation is an essential prerequisite for maintaining neutrality, objectivity and traceability of expert findings.

Forms of expert activity

In the field of IT expertise, different forms of expert activities are distinguished. Which form is suitable in each case depends on the occasion of the assignment, the procedural context, and the requirements of the client or the respective institution.

Among the common forms of expert activity are private expert opinions, court expert opinions, and partial or supplementary expert opinions. In addition, expert opinions can be created on clearly defined technical, organizational, or safety-related issues.

All forms have in common that they serve the structured determination, professional evaluation, and verifiable documentation of a factual situation. The type, scope, and objective of an expert opinion are clearly defined in advance and form the basis for the expert activity.

Organization, commissioning and implementation

The organizational assignment, contract design as well as the processing and billing of expert activities are carried out via the VAKT-GmbH. This takes over the administrative and contractual framework conditions of the assignment.

The technical responsibility for the expert evaluation, assessment and result presentation lies independently of this with the respectively commissioned expertly active person. The organizational integration has no influence on the content, scope or result of the expert activity.

The type and scope of the expert service are clearly defined and contractually agreed in advance. The basis of the activity is always the specifically commissioned examination and evaluation framework, which structures and limits the expert work.

This separation between organizational processing and technical responsibility ensures that the neutrality, independence and verifiability of the expert activity are always maintained.

Cooperation and expansion of expert activities

Provided that within the scope of an expert activity, technical additions, partial considerations or expansions are required, further qualified experts can be consulted - after prior coordination and explicit approval by the client - in the event of such cases, the contract and performance documents are supplemented and specified before the involvement of another expert. The involvement of additional expert expertise is carried out exclusively for technical reasons and without influence from third parties on the expert evaluation and assessment.

Supplementary expert services are integrated into the commissioned expert opinion and together form a comprehensive expert opinion, which is created and invoiced within the framework of the extended commission. Any resulting changes in costs are presented transparently to the client in the course of the extension of the commission and recognized by their consent.

Technical and legal framework in IT expert activity

The expert activity takes place within a professional framework, which is oriented towards recognized standards and qualification requirements of the IT expertise. Such a professional classification is a prerequisite for the objective, traceable and independent evaluation of complex IT facts.

The BISG e.V. – Federal Association for IT Experts and Appraisers  forms
a structural framework for this purpose. The recognition and qualification of
experts are carried out in accordance with the respective applicable association
regulations and serve to ensure professional minimum standards as well as the continuous further development of appraisal methods. 

Inquiries regarding expert activities that are addressed to BISG e.V. can be forwarded to member experts and appraisers for non-binding examination within the framework of association activities. No selection, evaluation or recommendation by BISG e.V. takes place in this context. 

The decision on the acceptance or rejection of an expert activity as well as on any potential commissioning is made exclusively between the client and the respective expert person or the commissioning organization.
